Shanghai’s Service Industry Development “15th Five-Year Plan”

To advance the expansion and quality improvement of Shanghai’s service sector, better leverage its role as the main engine of economic development, and align with the *15th Five-Year Plan for Shanghai’s National Economy and Social Development*, this plan has been formulated.

I. Overall Goals

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and all plenary sessions of the 20th Central Committee, earnestly study and implement President Xi Jinping’s important speeches during his inspections of Shanghai and instructions on Shanghai’s work, and focus on accelerating Shanghai’s construction as a “Five Centers” city. We will prioritize demand-driven development, reform-driven breakthroughs, innovative growth, and open cooperation, using high-level institutional supply and technological empowerment as drivers, high-energy entities as support, and efficient factor allocation as guarantees. Our goal is to shape new global competitive advantages, foster new momentum for digital and intelligent development, stimulate renewed vitality for upgrading and quality enhancement, and comprehensively elevate the global reach and international competitiveness of “Shanghai Services.”

By 2030, the service sector will achieve notable progress in structural optimization, capability cultivation, and efficiency improvement, with continuous advancement in digitalization, standardization, integration, and internationalization. The added value of the service sector is expected to reach approximately 6 trillion yuan, forming a high-quality, efficient new service system led by high-level urban core service functions, dominated by high-end production-oriented services, and supported by high-quality living-oriented services. This will position Shanghai’s service industry as a more resilient “economic foundation” for growth and a more dynamic “vital hub” for global service resource allocation.

II. Key Tasks

During the “15th Five-Year” period, Shanghai’s service sector will follow a stratified and categorized approach, balancing capacity expansion with quality improvement and development with regulation. It will focus on enhancing core city service functions aligned with the construction of the “Five Centers,” prioritizing the development of production-oriented services oriented toward fostering new growth drivers for industrial upgrading, and life-oriented services aimed at stimulating new domestic demand vitality. It will also emphasize forward-looking planning in emerging service sectors to expand future growth space, comprehensively building a modern service system characterized by new quality leadership and high efficiency.

(I) Deepening the Construction of the “Five Centers” to Continuously Enhance Core City Service Functions

1. Enriching High-Quality Financial Services Supply

Strengthen financial infrastructure and multi-tiered financial markets; enhance the global coverage of the Cross-Border Interbank Payment System (CIPS); support the construction of interbank market transaction reporting repositories; deepen the implementation of the stock issuance registration system reform and improve the routine delisting mechanism; advance the development of “Belt and Road” bonds, panda bonds, and magnolia bonds markets; promote product innovation in futures and derivatives markets and pilot RMB foreign exchange futures trading; deepen the pilot of trust property registration systems. Attract and nurture high-level trade entities, implement the Global Trading Companies Initiative, and cultivate a group of trade brand enterprises and trade-type headquarters; encourage enterprises with international and domestic supply chain coordination capabilities to establish global supply chain management centers in Shanghai; foster large-scale commodity trade entities with integrated capabilities in procurement, distribution, processing, storage, and delivery. Strengthen the global radiation capacity of sea-air port hubs, accelerate infrastructure planning and construction of ports such as Yangshan and Luojing, optimize the multimodal transport distribution network in Lingang New Area and Waigaoqiao, and promote large-scale development of international transshipment and consolidation business, enriching mixed-mode consolidation models and optimizing the “linked unloading” business model. High-standardly complete the construction of East Station at the Oriental Hub, develop “air +” multimodal transport, and improve the high-quality business aviation route networks of Pudong and Hongqiao International Airports. 4. Fully Enhancing Science and Technology Innovation Service Functions

Strengthen support from major scientific infrastructure and strategic scientific capabilities, promote efficient open sharing of major scientific infrastructure, support universities, research institutes, and enterprises in undertaking national major scientific missions, and build high-level institutions and platforms such as national laboratories; implement the Global Science Partner Program and establish “Belt and Road” joint laboratories; optimize operational mechanisms and management systems to advance the construction of strategic, high-level new R&D institutions. Encourage research institutions, design firms, and internet platforms to extend into production and manufacturing stages. Support the development of flexible manufacturing, shared manufacturing, full-lifecycle management, and integrated product-service models. Support general contracting and turnkey project enterprises in setting up R&D and design centers and branches overseas.
