IT Home June 1st news: Today, the General Office of the Shanghai Municipal People’s Government issued the *“15th Five-Year Plan for the Development of Shanghai’s Service Industry.”*

The plan proposes to vigorously develop generative artificial intelligence (AI) technologies, focusing on facial and image recognition, augmented reality/virtual reality (AR/VR), intelligent transportation, smart logistics, online education, and energy sectors, to build clusters of AI software technology and services. “AI+” R&D will focus on breakthroughs in biomedicine, new materials, new energy, data management, and institutional safeguards. Embodied intelligence services will support the development of integrated products for home, elderly care, culture & tourism, and commerce scenarios, accelerating robots’ transition from task-specific execution to general-purpose intelligence and scenario-specific fine services. Intelligent computing cloud (Intelli-Cloud) services will strengthen the coordinated layout of computing, operations, and storage, promoting integration innovation between AI and cloud computing, and popularizing Model-as-a-Service (MaaS). Cloud platform services will establish a number of “AI+” benchmark scenarios in vertical fields such as finance, healthcare, and culture & tourism. AI intelligent agents will be supported in developing and applying multimodal intelligent agents, driving large-scale deployment of tools like intelligent customer service, intelligent operations, and intelligent decision-making. Smart driving will be gradually advanced across multiple scenarios including shared mobility and logistics transportation. Smart home systems will promote the development of fully perceptible, intelligently controllable smart home facilities and user-customized services, meeting scenario-based needs such as elderly care, childcare, office work, and entertainment.

Shanghai’s Service Industry Development “15th Five-Year Plan”

To advance the expansion and quality improvement of Shanghai’s service sector, better leverage its role as the main engine of economic development, and align with the *15th Five-Year Plan for Shanghai’s National Economy and Social Development*, this plan has been formulated.

I. Overall Goals

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and all plenary sessions of the 20th Central Committee, earnestly study and implement President Xi Jinping’s important speeches during his inspections of Shanghai and instructions on Shanghai’s work, and focus on accelerating Shanghai’s construction as a “Five Centers” city. We will prioritize demand-driven development, reform-driven breakthroughs, innovative growth, and open cooperation, using high-level institutional supply and technological empowerment as drivers, high-energy entities as support, and efficient factor allocation as guarantees. Our goal is to shape new global competitive advantages, foster new momentum for digital and intelligent development, stimulate renewed vitality for upgrading and quality enhancement, and comprehensively elevate the global reach and international competitiveness of “Shanghai Services.”

By 2030, the service sector will achieve notable progress in structural optimization, capability cultivation, and efficiency improvement, with continuous advancement in digitalization, standardization, integration, and internationalization. The added value of the service sector is expected to reach approximately 6 trillion yuan, forming a high-quality, efficient new service system led by high-level urban core service functions, dominated by high-end production-oriented services, and supported by high-quality living-oriented services. This will position Shanghai’s service industry as a more resilient “economic foundation” for growth and a more dynamic “vital hub” for global service resource allocation.

II. Key Tasks

During the “15th Five-Year” period, Shanghai’s service sector will follow a stratified and categorized approach, balancing capacity expansion with quality improvement and development with regulation. It will focus on enhancing core city service functions aligned with the construction of the “Five Centers,” prioritizing the development of production-oriented services oriented toward fostering new growth drivers for industrial upgrading, and life-oriented services aimed at stimulating new domestic demand vitality. It will also emphasize forward-looking planning in emerging service sectors to expand future growth space, comprehensively building a modern service system characterized by new quality leadership and high efficiency.

(I) Deepening the Construction of the “Five Centers” to Continuously Enhance Core City Service Functions

1. Enriching High-Quality Financial Services Supply

Strengthen financial infrastructure and multi-tiered financial markets; enhance the global coverage of the Cross-Border Interbank Payment System (CIPS); support the construction of interbank market transaction reporting repositories; deepen the implementation of the stock issuance registration system reform and improve the routine delisting mechanism; advance the development of “Belt and Road” bonds, panda bonds, and magnolia bonds markets; promote product innovation in futures and derivatives markets and pilot RMB foreign exchange futures trading; deepen the pilot of trust property registration systems. Improve the openness and international competitiveness of financial markets, deepen the comprehensive reform pilot of offshore trade financial services in Lingang, continuously strengthen key functions such as international reinsurance and global asset management, and further enhance the international influence of “Shanghai Price,” “Shanghai Index,” and major commodity and critical energy spot and futures pricing. Expand the functions and application scenarios of Free Trade Accounts. Improve the quality and effectiveness of financial services to the real economy by accelerating the construction of a full-cycle, diversified, and sequential science and technology finance service system; promote the multi-domain application of green finance standards and related sustainable finance standards; reinforce policy-based financing guarantee and inclusive insurance systems, actively develop inclusive finance; enrich pension financial products and improve the age-friendly level of financial services; steadily advance digital renminbi (e-CNY) development and enhance the service quality of financial technology innovation.

2. Strengthening Global Trade Linkage Capabilities

Attract and nurture high-level trade entities, implement the Global Trading Companies Initiative, and cultivate a group of trade brand enterprises and trade-type headquarters; encourage enterprises with international and domestic supply chain coordination capabilities to establish global supply chain management centers in Shanghai; foster large-scale commodity trade entities with integrated capabilities in procurement, distribution, processing, storage, and delivery. Optimize the functions of national export transformation and upgrading bases and elevate the status of import trade promotion and innovation demonstration zones. Accelerate the development of new trade forms, promoting innovation in service trade, digital trade, cross-border e-commerce, and offshore trade. Build a number of bonded digital application scenarios and construct national demonstration zones for service trade innovation, strengthening the radiating and leading role of national specialized service export bases. Support the Oriental Hub International Business Cooperation Zone in exploring service trade innovations. Enhance the global resource allocation capacity, encourage commodity trading platforms to diversify business types and expand service functions, and promote linkage among commodity futures, spot, and derivatives markets. Deepen the construction of overseas comprehensive service systems, upgrade the capabilities of enterprise outbound service platforms, and firmly establish the “Shanghai Outbound Service” brand. Deepen the construction of China (Shanghai) International Trade “Single Window,” optimizing its intelligent service functions.

3. Elevating High-End Shipping Service Capabilities

Strengthen the global radiation capacity of sea-air port hubs, accelerate infrastructure planning and construction of ports such as Yangshan and Luojing, optimize the multimodal transport distribution network in Lingang New Area and Waigaoqiao, and promote large-scale development of international transshipment and consolidation business, enriching mixed-mode consolidation models and optimizing the “linked unloading” business model. High-standardly complete the construction of East Station at the Oriental Hub, develop “air +” multimodal transport, and improve the high-quality business aviation route networks of Pudong and Hongqiao International Airports. Promote high-level development of shipping services, solidify and strengthen the operation center for shipping insurance in Shanghai, support shipping-related leasing businesses, advance the development of temporary arbitration for maritime affairs, and facilitate the establishment of professional maritime appraisal centers. Attract and nurture international and national shipping-related professional organizations and functional institutions in Shanghai. Accelerate the digitalization and intelligence process of shipping, expand applications of international container transport service platforms, deepen the construction of the “Air Transport Connect” platform, continue advancing smart waterway construction, and broaden the application of the “Shipping & Trade Chain.” Promote green transformation of shipping, expedite the construction of international shipping green fuel bunkering and trading centers, improve green shipping technology research, ship energy efficiency management, and other service systems, actively participate in the construction of China’s independent international sustainable fuel certification system, and steadily advance green shipping corridors through cooperation with international ports.

4. Fully Enhancing Science and Technology Innovation Service Functions

Strengthen support from major scientific infrastructure and strategic scientific capabilities, promote efficient open sharing of major scientific infrastructure, support universities, research institutes, and enterprises in undertaking national major scientific missions, and build high-level institutions and platforms such as national laboratories; implement the Global Science Partner Program and establish “Belt and Road” joint laboratories; optimize operational mechanisms and management systems to advance the construction of strategic, high-level new R&D institutions. Improve the efficiency of scientific and technological achievements transfer and transformation, perfect the science and technology public service platform system, innovate operational models of high-level concept validation platforms, pilot testing platforms, and high-quality incubators, leverage the roles of the National Technology Transfer Center in the East and the Shanghai Technology Exchange, build an efficient, standardized, fair, and open technical elements market, and layout the construction of science and technology service industry agglomeration areas. Deepen reforms in the science and technology service system, advance the construction of basic research pioneer zones, and continuously implement the “Explorer Program”; promote reform of science and technology program management, strengthen market-oriented mechanisms for identifying and discovering projects; deepen reform of intellectual property rights in scientific and technological achievements, promote the “full assignment + agreement-based profit sharing” model, and improve the due diligence exemption system and the separate accounting management system for state-owned scientific and technological achievements. Improve mechanisms supporting science and technology finance, including science and technology loans and science and technology insurance.

(II) Strengthening Production-Oriented Services to Empower Quality and Efficiency, Cultivating New Momentum for Industrial Upgrading

1. Accelerating Information Service Innovation

Enhance software R&D and application levels, implementing tiered incentive policies for top enterprises, medium-sized enterprises, and small and micro-enterprises. Improve the performance of foundational software such as operating systems, databases, and tool software; strengthen the supply capacity of industrial software for computer-aided design, analysis, and product lifecycle management; promote cloud deployment and encourage the development of intelligent-native software such as intelligent assistants, smart office, and intelligent entertainment. Expand the scale of the online new economy, consolidate strengths in lifestyle internet, social e-commerce, and cultural community video platforms. Upgrade the capabilities of commodity trading, industrial e-commerce, and industrial digital transformation service platforms. Promote innovation in cross-border e-commerce and live-streaming e-commerce. Strengthen foundational support for emerging industries under “AI+”, optimize the layout of computing infrastructure, enhance support via computing vouchers, and ensure broad access to intelligent computing power. Support the construction of shared technology platforms in information services and industrial services, providing resources such as algorithm libraries, toolchains, and test/validation environments. Cultivate data service providers and drive demonstration scenarios of “data elements ×” in key industry sectors.

2. Expanding New Spaces for Professional Services

(1) Improving Quality and Efficiency of Professional Business Services. Build a world-class legal services hub, optimize the law firm branding matrix, support legal tech development, strengthen international legal service brands, expand overseas legal service networks, support Pudong New Area in deepening its role as the core carrier area of the Shanghai International Legal Service Center, enhance the construction level of the Hongqiao International Central Legal Service District, and encourage Jing’an and Xuhui districts to strengthen legal service hub development. Improve consulting and investigation service levels, encourage local consulting and investigation firms to scale up and brand themselves, support technology-enabled consulting services, encourage institutions to expand into new areas such as health, environmental, social, and governance (ESG) consulting, and support the construction of new think tanks closely integrating government, academia, research, industry, and application. Elevate the quality and capability of accounting and auditing services, support accounting firms to grow larger through optimization, business expansion, and joining international accounting networks, encourage innovation in audit service technologies and models adapted to the digital economy and sharing economy. Develop new formats of digital advertising, deepen the integration of “AI + Digital Advertising,” support the development of advertising agents and showcase benchmark scenarios, and better leverage the resource-linking function of industry events such as the Shanghai International Public Welfare Advertising Competition and the Shanghai International Advertising Festival. Improve the quality and efficiency of human resources services, support HR agencies in expanding high-value-added business segments and cooperating with public employment service platforms to better fulfill their employment-promotion roles, and enhance the leading role of national HR service parks. Optimize and strengthen credit services, support credit data development and application, enhance credit service scenario provision, expand applications in government management, market transactions, social governance, and credit economy, and cultivate credit service institutions with strong brand competitiveness.

(2) Enhancing Core Competitiveness of Technical Professional Services. Strengthen inspection, testing, certification, and service capabilities, focusing on cultivating leading enterprises in high-end manufacturing, and establishing a series of national and municipal quality inspection and certification centers, as well as industrial metrology testing centers, to support the layout of strategic emerging industries. Foster strengths in intellectual property (IP) services, improve IP valuation systems, support IP pledge financing and trading, deepen pilot programs for data IP registration, promote the refinement of central-local collaborative review models, and facilitate the full-chain circulation and utilization of data products—including registration, pricing, trading, and rights protection—supporting Pudong New Area and Xuhui District in high-quality construction of national IP protection highlands. Deepen the construction of logistics and supply chain service systems, continuously improving the efficiency and capability of port logistics, manufacturing logistics, urban distribution, and express delivery services. Encourage logistics enterprises to extend their services upstream and downstream by integrating supply chain management services, support leading and chain-head enterprises in consolidating supply chain service functions. Support the development of low-altitude logistics, unmanned delivery, smart cloud warehouses, and dark warehouses as new smart logistics and warehousing formats. Strengthen key infrastructure networks such as logistics hubs, backbone cold chain logistics bases, and overseas warehouses. Encourage the development of high-end services such as supply chain finance, international logistics consulting, cross-border compliance services, and green supply chain certification. Expand the green and low-carbon service chain, cultivate specialized green and low-carbon service markets, develop internationally influential institutions for product carbon footprint calculation, evaluation, and certification, optimize and strengthen the Yangtze River Delta Carbon Footprint Certification Center, and expand the brand influence of the Shanghai International Carbon Neutrality Technology, Products, and Achievements Expo.

3. Accelerating Breakthroughs in Industrial Services Quality Enhancement

Accelerate the integration of services and manufacturing, encouraging nuclear power equipment, automotive, civil aviation, and shipbuilding & offshore engineering enterprises to build digital platforms and extend into R&D design, brand marketing, supply chain management, and intelligent maintenance services. Encourage research institutions, design firms, and internet platforms to extend into production and manufacturing stages. Support the development of flexible manufacturing, shared manufacturing, full-lifecycle management, and integrated product-service models. Support general contracting and turnkey project enterprises in setting up R&D and design centers and branches overseas. Focus on cultivating industrial digital and intelligent transformation services, nurturing a batch of digital transformation service providers around industrial corpus data, intelligent computing clouds, model platforms, intelligent agent development and application, and embodied intelligence. Encourage the construction of dual-cross-platforms (industrial internet “double-cross” platforms), and promote coordinated development of industry-level,园区-level (park-level), and enterprise-level industrial internet platforms and lightweight industrial apps. Actively shape new advantages in industrial design, enhancing design service capabilities in integrated circuits, new energy vehicles, smart terminals, and fashion consumer goods. Deeply implement the “Yuan Chuang Future” initiative, vigorously develop new service models such as intelligent design, crowdsourced co-creation design, interactive design, and network-collaborative design.

Promote high-quality development of the silver economy by encouraging social forces to invest in professional elderly care institutions, fostering diversified development of elderly care service models such as community-integrated, home-based, and other forms of elderly care services, advancing integrated medical and elderly care services, strengthening the supply of skilled personnel in elderly care services, promoting the construction of smart elderly care facilities and application scenarios of science and technology, supporting the development of services including bathing assistance, medical companionship, aging-friendly modifications, and rehabilitation equipment rental, optimizing long-term care insurance mechanisms, and supporting the standardized innovation of products such as individual pension accounts, third-pillar commercial old-age insurance, and elderly financial management.

Develop a diversified and high-quality childcare service system, promote coordinated development between early childhood education and childcare services, explore synergies among childcare, early education, and infant health management services, support the development of new childcare scenarios such as community-based, enterprise-based, and building-based childcare, strengthen talent cultivation and training for childcare services, and improve evaluation and monitoring systems for childcare institutions as well as routine regulatory frameworks.

4. Build a Diversified Network for Domestic Services and Catering

Promote high-quality development of domestic service industries, enhance the professionalism, standardization, and regulation of domestic services, and focus on transitioning domestic service enterprises toward employee-based models to cultivate leading enterprises with exemplary influence; optimize the functions of Shanghai’s domestic service management platform and improve the training system for domestic service personnel; guide enterprises to adopt insurance mechanisms to reinforce occupational protection for domestic workers. Promote quality improvement and efficiency enhancement in accommodation and catering services, support renowned domestic and international restaurants opening flagship stores in Shanghai, and develop distinctive culinary streets and landmarks; encourage accommodation enterprises to upgrade the quality of their operating venues and management efficiency, cultivating a number of mid-to-high-end accommodation service brands. Support the development of diverse business formats such as themed hotels, homestays, and motels.

(IV) Strategically Plan Emerging Service Sectors and Deeply Unearth New Growth Potential

1. Deepen Development of New Services in Intelligent Technology

AI software technology and services: Vigorously advance generative AI technologies, focusing on facial and image recognition, augmented reality/virtual reality (AR/VR), intelligent transportation, smart logistics, online education, and energy sectors, to build clusters of AI software technology and service industries. “AI+” R&D: Focus on technological breakthroughs, data management, and institutional safeguards in fields such as biomedicine, new materials, and new energy. Embodied intelligence services: Support the development of complete-system products targeting scenarios such as home care, elderly care, culture & tourism, and commerce, accelerating the transition of robots from task-specific execution to general-purpose intelligence and scenario-specific fine-grained services. Intelligent computing cloud services: Strengthen the integration of computing, operations, and storage capabilities in intelligent computing cloud networks, drive innovation through the fusion of AI and cloud computing, and promote Model-as-a-Service (MaaS). Cloud platform services: Establish a number of “AI+” service benchmark scenarios in vertical sectors such as finance, healthcare, and culture & tourism. AI intelligent agents: Support the development and application of multimodal intelligent agents, promoting large-scale deployment of tools such as intelligent customer service, intelligent operations, and intelligent decision-making. Intelligent driving: Progressively expand the application of intelligent driving across multiple scenarios including shared mobility and logistics transport. Smart homes: Develop smart home facilities capable of comprehensive sensing and intelligent control, along with user-customized services, meeting needs in elderly care, parenting, office work, and entertainment across various scenarios.

2. Accelerate Innovation in New Life & Health Services

Targeted drugs: For complex and rare diseases, accelerate the development of targeted drugs to enhance precision treatment services. Digital healthcare: Advance research on AI-assisted diagnostic technologies, develop intelligent systems covering imaging diagnosis, pathology analysis, chronic disease management, and clinical decision support, and promote the application and scaling of digital therapeutics in suitable areas. Brain-computer interfaces: Prioritize R&D, clinical translation, and service innovation of brain-computer interface technologies in applications such as neurodegenerative disease treatment, motor disorder rehabilitation, and functional compensation for people with disabilities. Cell and gene therapy: Promote the establishment of standardized, scalable, and regulated production and quality control systems for cell and gene therapy products, building an integrated service chain from cell storage and R&D to clinical treatment. Mental health services: Address demands such as youth mental health guidance, elderly emotional companionship, workplace stress relief, and family relationship mediation by supporting the development of AI-based psychological assessments, intelligent counseling, virtual companionship, drama therapy, and mindfulness meditation services.

3. Expand Layout in Experience Economy–Related New Services

Immersive cultural and tourism experiences: Collaborate with landmark cultural and tourism integration sites in Shanghai to develop projects such as script-based entertainment, immersive theater, live performances, and VR experiences, fostering new consumption models centered on deep interaction and role-playing within immersive cultural and tourism experiences. IP consumption: Focus on key areas including cultural creativity, sports, and tourism to nurture and develop a series of nationally influential local Shanghai IP brands, expanding IP-derived product portfolios such as trading cards and trendy toys.

III. Spatial Layout

Coordinate the industrial layout across national strategic zones, key functional areas, and district-level strengths, adapting measures to local conditions and promoting coordinated synergy, aiming to establish a service industry spatial pattern of “One Core, Two Wings, Three Belts, and Multiple Districts” (1+2+3+N).

(I) “One Core” Leadership

“One Core” refers to the Central Activity Zone, serving as a high-level, high-density hub for modern service industries. Prioritize development in headquarters economy, international finance, professional services, modern trade, cultural and creative industries, urban tourism, information technology, and science and technology services. Support Pudong New Area, Xuhui District, Jing’an District, and others in further enhancing the reputation of professional service brands. Enhance the international-class status of Nanjing East Road, elevate the competitiveness of Nanjing West Road commercial district. Construct the international jewelry and fashion functional zone and Yang “Digital” Pu New Quality Show Belt Innovation Zone, and intensify the innovation density of the “Shanghai Silicon Alley” industrial internet ecosystem.

(II) “Two Wings” Radiation

“Two Wings” refer to the East Wing — the Lingang Special Area and the Dongfang Hub International Business Cooperation Zone — and the West Wing — the Hongqiao International Central Business District and the Integrated Development Demonstration Zone of the Yangtze River Delta Ecological Green Integration. The “Two Wings” emphasize internal-external linkage of service functions, establishing radiation hubs for deepened openness and reform innovation in the service sector. In the East Wing at Lingang Special Area, deepen offshore finance, shipping services, new trade, and bonded economic functions, build an international data processing hub, and construct a special economic functional area with stronger global competitiveness. In the Dongfang Hub International Business Cooperation Zone, innovate high-end international services such as business, exhibitions, training, and professional services, creating a new platform connecting to the global service market. In the West Wing at the Hongqiao International Central Business District, develop high-level headquarters economy, high-volume trade economy, and high-spillover exhibition economy. In the Integrated Development Demonstration Zone of the Yangtze River Delta Ecological Green Integration, develop high-end services such as modern logistics supply chains, green finance, and “AI+” health and medical services.

(III) “Three Belts” Synergy

“Three Belts” refer to the “Charming” Bund Service Belt, the “Vibrant” Suzhou River Service Belt, and the “Dynamic” Innovation Service Belt. The “Charming” Bund Service Belt collaborates with world-class waterfront zones and Huangpu River functional segments, supporting districts like Pudong New Area, Huangpu District, Xuhui District, Hongkou District, Yangpu District, Minhang District, and Baoshan District to develop distinct service functions. The “Vibrant” Suzhou River Service Belt coordinates with the Suzhou River cultural-economic corridor and north-south urban corridors, amplifying collaborative innovation and quality-upgrading service radiations, enhancing the waterfront central activity zone function in Suzhou River Bay, and reinforcing the “Half Marathon Suzhou River” waterfront cultural, tourism, and sports service brand. The “Dynamic” Innovation Service Belt connects the Century Avenue axis in Lujiazui, links Zhangjiang Science City, the International Tourism Resort Area, the Pudong International Aviation City, to the Lingang Drip Lake region, forming an innovation-driven core axis, thereby elevating service capabilities in scientific and technological innovation, emerging finance, information services, trade, and shipping.

(IV) “Multiple Districts” Collaboration

Enhance service infrastructure and empowerment levels in the five new cities. Based on advanced manufacturing and scientific innovation, strengthen the support capacity of productive services; leverage distinctive cultural and tourism resources to improve lifestyle service provision, and promote regional service function upgrades driven by new city expansion. Accelerate the transformation and upgrading of service industries in Baoshan District and Jinshan District. Support Baoshan District in prioritizing the construction of the Industrial Internet Innovation Practice Zone and the Carbon Neutrality Industry Innovation High Ground, positioning it as the first stop for cruise passenger consumption. Support Jinshan District in deepening its role as a pilot area for the national “two-industry integration” initiative, innovatively developing low-altitude economy operation services, and building a regional intelligent computing hub in East China. Municipal and district governments jointly foster specialized industrial tracks. Promote deep integration of advanced manufacturing and modern services, accelerate the development of distinctive, leading, and high-growth service industry platforms based on each district’s strengths, and jointly strengthen coordinated development and functional complementarity in the service sector.

IV. Guarantee Measures

Strengthen overall coordination, decompose and implement planning tasks, and conduct dynamic assessments of plan implementation. Deepen the comprehensive pilot program for expanding opening-up in the service sector, exploring pioneering and integrated reforms in the service field. Optimize administrative approval procedures in the service sector and establish a regulatory system centered on risk prevention. Optimize factor allocation, strengthen talent recruitment and cultivation in the service sector, lower financing barriers and costs for light-asset service enterprises, improve flexible and composite land-use management models for service industries, and support the construction of a number of trustworthy data spaces for service industries. Establish a tiered cultivation mechanism for service enterprises, create multi-functional, compound new-quality carrier spaces, and improve integrated investment promotion and service mechanisms. Strengthen the leading role of major enterprises by cultivating a group of globally competitive and industry-driving service industry leaders, promoting chain development and collaborative innovation among upstream and downstream enterprises. Improve standards and statistical monitoring systems, establish a robust standard system for emerging service sectors, deepen pilot programs for service standardization, and lead high-quality service supply through high-level standards; refine the statistical and monitoring system for service industry development, and enhance the support of big data for policy optimization and economic operation monitoring.
