The rise of generative AI promised a silver bullet, but for most enterprises, especially banks, digital transformation remains a slow, complex, and costly endeavor. Early reports suggested massive developer productivity gains. But when AI is applied to complex enterprise systems, organizations often collide with what we call the AI productivity paradox.
According to a Stanford software engineering productivity study , generative AI delivers 30-40% productivity gains in greenfield (start from scratch) projects, but its effectiveness drops to 15-20% for low-complexity brownfield (existing) legacy systems, and plummets to a mere 0-10% for highly complex enterprise codebases, including maintaining legacy infrastructure.
Why does AI stall when we need it most? The study highlights 3 primary culprits:
- Context fragmentation: AI models typically see only a narrow slice of a codebase, leading them to "hallucinate" or guess when navigating broader, complex dependencies.
- The rework loop: Developers spend more time auditing, debugging, and fixing incorrect AI-generated code than they would have spent writing it manually.
- The verification tax: The intellectual effort required to verify that AI-generated code meets strict security, performance, and compliance standards often wipes out any initial time savings.
To break this paradox, enterprises cannot rely on generic AI assistants. They need what we can define as an intelligent AI migration factory. Similarly to how we built OS-level patching migration factories for our VMs and servers for decades now, we can apply the same concept to our applications. Instead of focusing on just packages and dependencies, now we can include a structured, automated pipeline that combines enterprise context with guided automation. And by including an agent, we can make source-level code changes to our applications without the need for a team of developers. By uniting Red Hat Developer Lightspeed with Red Hat’s migration toolkit for applications (MTA) and the migration toolkit for virtualization (MTV) , Red Hat provides a unified platform to modernize both application codebases and virtual machines (VMs) at scale on Red Hat OpenShift . And most importantly, both MTA and MTV are included as part of Red Hat OpenShift as an application platform.
Grounding AI in enterprise context: Red Hat Developer Lightspeed for MTA
To solve context fragmentation and eliminate the rework loop, an AI assistant must be migration-aware. This is exactly where Red Hat Developer Lightspeed for MTA comes in.
Unlike general-purpose coding assistants, Red Hat Developer Lightspeed is specifically designed for application modernization. It doesn't guess; it’s guided by the rich diagnostic data generated by Red Hat's migration toolkit for applications (MTA). By utilizing Kantra rules, which are open source and support polyglot languages, Red Hat Developer Lightspeed consumes the invaluable source code analysis (SCA) already completed by MTA during its initial run. And by populating an integrated solutions server, it allows teams of developers to guide a large-scale migration factory of applications by continuously improving the context detailed in the rules.
Below is an example Kantra rule detailing how easy it is to specify migration rules, which can be created by an existing code assistant agent like Claude or Cursor.

MTA first performs automated code analysis across thousands of applications, pinpointing specific migration issues and their exact locations. Red Hat Developer Lightspeed then pairs this analysis with your preferred large language model (LLM)—whether public or self-hosted—to meet strict data privacy and sovereignty requirements. This leads to:
- No more guesswork: Because Red Hat Developer Lightspeed understands MTA's migration rulesets, it generates highly accurate, context-grounded code fixes tailored to your specific modernization path.
- Single-click resolutions: Developers can apply AI-generated fixes to single occurrences or across all instances of a migration issue within an application directly from their integrated development environment (IDE).
- Continuous improvement: As similar applications are successfully migrated, the system's suggestions become increasingly accurate through continuous improvement, accelerating the factory's throughput. And, to help with scale, it can be included in a pipeline to automate the process and reduce developer burden.
Additionally, Red Hat Developer Lightspeed simplifies the path to modernization, including porting the legacy application to a newer, modern runtime like Quarkus or the latest version of Java .
By grounding generative AI in structured migration rules, Red Hat Developer Lightspeed overcomes the common barriers developers face, reducing security risks and driving down the technical debt that plagues up to 40% of IT balance sheets .
Scaling the infrastructure: automated VM migration with MTV
An intelligent migration factory must modernize the infrastructure without the need to modernize the application code. For many organizations, this means migrating legacy virtual machines from traditional, restrictive, and proprietary hypervisors to a modern, container-native platform.
Red Hat OpenShift Virtualization allows you to run and manage VMs side-by-side with containers on a unified platform. To transition these workloads smoothly, Red Hat offers the migration toolkit for virtualization (MTV).
Mass migration made simple
MTV provides an automated, structured workflow to safely migrate virtual machines at scale with minimal risk and downtime. Here’s how:
- Pre-migration validation: MTV automatically validates VMs before migration begins, flagging potential compatibility or performance issues so they can be resolved upfront.
- Warm migrations: For critical business workloads, warm migrations perform the bulk of data replication while the VM is still running, resulting in almost zero downtime during the final cutover.
- Scale via Red Hat Ansible: When migrating hundreds or thousands of VMs, MTV integrates seamlessly with Red Hat Ansible Automation Platform to orchestrate and automate the entire pipeline, turning a manual task into a highly repeatable factory process.
Once you have your VM estate running side-by-side with your containers on Red Hat OpenShift, it makes it easier to migrate those monolithic apps to a more modern microservices-based architecture. In fact, a Red Hat customer quoted in this Forrester study reported seeing a 30-50% drop in compute requirements when migrating an application from a VM to a container on Red Hat OpenShift.
Whether you’re migrating from VMware, Red Hat Virtualization , or OpenStack, MTV can simplify the path to hybrid cloud infrastructure.
The modernization factory blueprint: apps and VMs on Red Hat OpenShift
The ultimate value of the intelligent migration factory is its ability to bring applications and virtual machines onto a unified containerized platform: Red Hat OpenShift.
Through this factory model, enterprises can:
- Assess and plan: Use MTA to evaluate application portfolios and use MTV to analyze virtualized infrastructure.
- Automate asset generation: MTA automatically extracts runtime details to generate Kubernetes deployment manifests, placing them in target repositories for continuous integration/continuous delivery (CI/CD) pipelines.
- Refactor and migrate: Developers refactor codebases rapidly using Red Hat Developer Lightspeed, while platform teams mass-migrate legacy VMs using MTV and Ansible.
- Run unified: Both workloads land on Red Hat OpenShift, where they are managed, scaled, and secured under a single pane of glass.
Accelerate your journey today
The combination of AI-driven application refactoring and automated infrastructure migration breaks the AI productivity paradox. It transforms modernization from a series of high-risk, fragmented projects into a predictable, high-throughput software factory.
