IT Home May 28, 2026 News: On May 25 at the 2026 International Conference on Circuits and Systems, Huawei Director and President of the Semiconductor Business Department He Tingbo returned to public view for the first time in seven years and proposed a new evolution path for semiconductors for the first time in his keynote speech —— the "Tao (τ) Law". **This is the first guiding principle for industrial development in the global semiconductor industry proposed by China**.

IT Home noticed that He Tingbo recently gave an interview to People's Daily and answered a series of questions of public concern:

Q: What makes the "Tao Law" a new law?

A: When talking about a new law, we need to go back to Moore's Law. Moore's Law has been proposed for over 60 years and has served as a "contract" or industrial agreement, guiding electronic industry practitioners to focus on "geometric scaling" in chip space. As Moore's Law approaches physical limits and economic costs soar, it has shown signs of slowing down. This requires us to return to the scientific fundamentals and find another path.

The "Tao Law" uses "temporal scaling" to replace "geometric scaling" as a new guiding principle for the evolution of semiconductors and electronic systems —— through innovative technologies such as logic folding, continuously reducing signal propagation delays and increasing transistor density, thereby achieving continuous evolution of semiconductors and electronic systems.

Q: What considerations were behind proposing this law?

A: From Huawei's perspective, there are two key constraints for chips. One is an inevitable constraint, Moore's Law will encounter a physical boundary "wall" in the next 10 years. The other is an accidental constraint, due to external environmental restrictions, Huawei encountered this "wall" earlier than its competitors. This made me think that the essence of Moore's Law is not to compress space but for faster speeds, more functions, and more affordable prices. To use an analogy, if a city wants to build more parks, schools, and hospitals, but the city becomes crowded and commuting times increase, how can this be solved? A key technology of the "Tao Law" is logic folding, which is like stacking one area of the city onto another. Elevators are installed between the two areas based on logical relationships, so the direct distance is not too far, time is saved, and more functions can be provided.

Q: What innovations and explorations has Huawei made guided by the "Tao Law"?

A: In the past six years, guided by this principle, we have independently developed 381 chips. In fields such as optical communication, data communication, wireless, 5G, Kirin phone, autonomous driving, and general computing and AI computing areas like Kunpeng and Ascend, there are newly designed chips, which also allows Huawei's important products to return to consumers and customers.

Q: Can the "Tao Law" give the global chip industry a new direction?

A: This is a breakthrough in Huawei's fundamental theoretical research, not only important for chips themselves but also for the entire semiconductor industry. In the next five to ten years, the semiconductor industry will face obstacles and will seriously consider the "Tao Law" path. It took 10 years from the proposal of Moore's Law to its complete acceptance by the industry. As an engineer, of course, I do not want the work I am engaged in to always be a bottleneck. We are confident in publishing the practice and planning of the "Tao Law", more so than at any time in the past six years. Some people may join our ranks in three days, while others may take three to five years; we welcome everyone, and more practical experience is needed to prove that we hope everyone can do better together.

Q: How many nanometers can Huawei's current chips reach?

A: I think this question is still influenced by Moore's Law. Under the "Tao Law", the evolution of chips can have "accelerated" development. This autumn, Huawei will release a new Kirin phone chip, which is the first complete "Tao chip". From performance, integration, and transistor density, compared to last year's improvement is "jumping". In the next five to ten years, we are confident in steadily advancing under the "Tao Law". This "acceleration" will not get further away from other paths but will only get better.

Q: Innovation is a marathon, especially in fundamental theoretical research. What do you think is the most important to persist?

A: Facing various difficulties, we have not given up and fought hard. What we are proud of is our stubborn belief and hard work. As long as the direction is right, it doesn't matter if it's slow; just keep going forward, and eventually, we will find the bridge and road. The result is that relying on the persistence and practice of fundamental theoretical research, we not only opened up the way but also built a highway.

We are a company mainly composed of engineers, and the job of engineers is to solve various problems. External environmental constraints set very harsh conditions for us, but they also gave us purer working motivation. Most of the time, the team is firm, quiet, and works calmly. Because only in a calm, focused, and interference-free state can we sincerely, openly, and deeply discuss problems to find solutions.

Q: Do you think the most difficult times have passed?

A: Sometimes the easiest moments are the hardest, because it's easy to relax and become complacent, and it's easy to overlook competition. Now I can only say from a technical and engineering perspective that the hardest times have passed, but other difficult factors still need to be overcome.

Q: The last time you appeared in public was in 2019, when you wrote to employees that building a "backup" chip for Huawei was a tragic长征. Do you still think so now?

A: That night, I didn't sleep and was thinking about how to survive if supplies were cut off. After May 2020, the various cages customized for Huawei were far crueler than imagined. I often say it felt like being thrown back to the "primitive society" overnight. We can only communicate with foreign peers on Maxwell's equations, Schrödinger's equations, Mendeleev's periodic table of elements, and the rest are divided. I had to return to the first principles of science and think about our path from the scientific origin.

Q: Seven years have passed, do you think you have handed in a satisfactory report?

A: We should say we have handed in a decent report, and we are very confident. Seven years ago, we didn't know where the road was, "No retreat is the path to victory" is a very big determination and vision, but having a vision also requires a technological path. The "Tao Law" is one of our answers to this problem.

Q: On the path of catching up and surpassing, what will this new path bring to millions of users worldwide and to the industry?

A: I haven't thought about it much yet. First, at least for Huawei, it can fulfill its commitment to customers and provide better products and services; Second, in the past, we have also enjoyed the results of the global academic and industrial communities. Now, as a Chinese tech community, we actively share good practices and jointly respond to global challenges. Under this new path, we can develop together. This way, it will bring better benefits to the entire industry, customers, and society.

Openness, cooperation, and win-win, we welcome our peers to work together to make this better because no single company can answer all the questions.

In 2019, Huawei was added to the U.S. Department of Commerce's Entity List, Huawei HiSilicon President He Tingbo sent an internal letter to employees on the morning of May 17. In the letter, she said that the company had once made an extreme survival assumption, and facing this move by the U.S., Huawei HiSilicon would turn all the previously built "backups" into regular products. In the future, they would continue to maintain open innovation and achieve technological self-reliance. Below is the full text of the internal letter:

Letter from HiSilicon President to Employees

Dear All HiSilicon Colleagues:

At this moment, you must have learned that Huawei has been listed on the U.S. Department of Commerce Bureau of Industry and Security (BIS) Entity List.

Many years ago, during a season of clear skies and gentle breezes, the company made an extreme survival assumption, expecting one day that all advanced chips and technologies from the United States would be unobtainable, while Huawei would continue to serve customers. For this assumption that was believed to never happen, thousands of HiSilicon children walked the most tragic Long March in the history of technology, building "backups" for the company's survival. Through thousands of nights and days, we worked tirelessly and bravely. Huawei's product field is so broad, and the technologies and components used are so diverse. Facing thousands of technological challenges, we failed many times, felt confused, but never gave up.

Later, as we gradually came out of confusion and saw hope, we couldn't help feeling a bit of sadness and regret, worrying that many chips would never be used and remain in secret cabinets as backups.

Today, the wheel of fate has turned to this extreme and dark moment. A superpower has mercilessly interrupted the global cooperation system of technology and industry, making the craziest decision, adding Huawei to the Entity List without any basis.

Today, it is history's choice. All the backups we have built will be turned "regular" overnight! Years of hard work will be realized overnight as a commitment to continuous service to customers. Yes, these efforts have already formed a whole, turning the tide and ensuring the strategic safety of most of the company's products and their continuous supply! Today, this darkest day, is the day when every ordinary child of HiSilicon becomes a hero of the era!

Huawei is determined to bring the digital world to everyone, every family, and every organization, building an intelligent world of interconnected things, and we will continue to do so. In the future, to achieve this ideal, we must not only maintain open innovation but also achieve technological self-reliance! In the future, there will be no more ten-year buffer period to build backups and then switch them. Every new product must be born with a plan for technological self-reliance.

The path ahead is even more arduous. We will stand tall with courage, wisdom, and perseverance under extreme pressure, forging ahead bravely! Great waves reveal the true character of heroes, and hardships and trials forge Noah's Ark.

He Tingbo
